Situation report and timeline of how the coronavirus and COVID-19 have affected Barbados and its population.

On Thursday, September 22, 2022, the Government of Barbados announced changes to the travel entry protocols.

Effective midnight, Thursday, September 22, 2022, Barbados will discontinue all COVID-19-related travel protocols.

Therefore, there will be no testing requirements for entering Barbados, whether you are vaccinated or unvaccinated.

In addition, the wearing of masks generally will now be optional.

  • July 19th, 2021: Travel Bubble In Effect – Barbados has established a travel bubble for persons coming from select countries. It went into effect on Saturday, July 17. As outlined in the updated Travel Protocols, the bubble will allow fully vaccinated travelers from Grenada, Antigua & Barbuda, Dominica, Anguilla, Montserrat, Bonaire, St. Eustatius, and Saba, St. Maarten, Turks and Caicos, Cayman Islands, and Bermuda who present a valid pre-flight negative PCR test, to be exempt from further quarantine or testing upon arrival in Barbados. All passengers traveling through or from these countries are required to quarantine, at their own expense, at one of the island’s designated quarantine properties as listed in the Travel Protocols.

  • July 15th, 2021: Survey On Attitudes Towards COVID-19 & Vaccines – Barbadians and permanent residents 18 years old and over are encouraged to participate in a local independent survey entitled: COVID-19 and a New Vaccine: The Barbadian Perspective. It is being conducted by Dr. Stephanie Date, a Ph.D. student in Pharmacology at the University of the West Indies, Cave Hill Campus; Dr. Jordan Fakoory, Dr. Kimberley Banfield, and Mr. Christopher Laurie. The aim of the survey is to assess the knowledge, attitudes, and perceptions surrounding COVID-19 and the AstraZeneca vaccine among Barbadians. The information collected could benefit Barbadians, healthcare systems, and population health by attaining new knowledge that could assist the Ministry of Health and Wellness in defining or adjusting public policy and communication strategies. The findings will also highlight any obstacles which may prevent people from receiving or refusing the COVID-19 vaccine, or adequate information surrounding the vaccine or the virus.   • July 15th, 2021: Sinopharm Vaccine Open Days Begin Tomorrow – The Ministry of Health and Wellness’ Immunisation Unit will hold open days for the first doses of the Sinopharm COVID-19 vaccine, starting tomorrow, Friday, July 16. This allows those persons 18 years old and over, who are desirous of getting the vaccine, to walk in without an appointment. The venues for Friday are the Art Gallery, Queens Park, Constitution Road, St. Michael; Building No.2, Harbour Industrial Park, St. Michael; the church hall of the Christ Church Parish Church, Church Hill, Christ Church; and the Masonic Centre, Salters, St. George. On Saturday, July 17, there will be one location – the Masonic Centre. The open days will conclude on Sunday, July 18, at Building No.2, Harbour Industrial Park, St. Michael; and the Seventh-Day Adventist Church, Mile-and-a-Quarter, St. Peter. The sites will run from 10:00 a.m. until 2:00 p.m. each day.

  • July 12th, 2021: Download S.I. 2021 No. 45 Emergency Management – COVID-19 Curfew – No. 12 – Directive, 2021. Summary – A curfew is hereby imposed throughout the island from the 13th day of July 2021 to the 25th day of July 2021, between 11 pm and 5 am. No person shall leave his residence between 11 pm. and 5 am as specified in paragraph 2, except… No person shall host or attend:
    (a) a fete;
    (b) a private party;
    (c) a private banquet, ball, or dance;
    (d) a social event, known as “a bus crawl”;
    (e) a karaoke event; or
    (f) a bus or other vehicular excursion.
    – Beaches and parks shall be open between the hours of 5 am and 7 pm daily.
    – A person who is in a public place shall
    (a) wear a face mask as specified in paragraph 18;
    (b) comply with the physical distancing protocols established by the Chief Medical Officer, unless they are members of the same household; and
    (c) comply with every condition specified by the Chief Medical Officer and the Unit.
    – A traveler shall
    (a) give details of his accommodation to the Chief Immigration Officer and the Chief Medical Officer;

  • July 11th, 2021: Businesses Urged To Frequently Review Their Protocols – Chief Medical Officer, Dr. Kenneth George, urges owners and managers of businesses across the island to review their COVID-19 protocols regularly. Concerning the island’s travel protocols, Dr. George told the media that the Ministry of Health had instituted measures that continuously updated countries’ risk ranking, as their situation could change at short notice. “Every two weeks, we are going to be making changes to that list because we know that Barbados’ fortunes have changed very quickly over the December/January period, and many countries’ fortunes can change very quickly in a few days. So, that is a work in progress. We are working together with the BTMI on that,” he stated. He also disclosed that the officials had extended the list of countries that were of concern to Barbados, and persons coming from them would be required to spend seven days in quarantine.
  • July 11th, 2021: Measures To Restrict Movement From Tuesday – The government will be implementing a “three-phase operation” to bring the recent spike in COVID-19 cases under control. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, outlined the measures this evening during a press conference called after the country recorded 40 new cases on Saturday, July 10. The third phase of the plan is to restrict people’s movement by implementing several measures from this Tuesday, July 13, for a period of two weeks, to curb the rise in cases. The measures are as follows:- The curfew will be re-introduced from 11:00 p.m. to 5:00 a.m.
    – There will be no social gatherings, such as fetes, for at least the next two weeks until public health officials get a handle on the situation.
    – Attendance at churches, cinemas, and other indoor settings will be capped at 100 persons. This includes funerals and weddings.
    – Summer camps will be put on hold during this period.
    – Full contact sports will also be put on hold.
    – There will be no spectators at sporting events, such as cricket.
    – Dance studios and clubs will be put on pause for two weeks, as well.
    – Persons in the public transport sector will only be allowed 75 percent seating capacity on buses. No standing will be permitted.
    – Wherever possible, persons who can be allowed to work from at home.
  • July 11th, 2021: Approximately 200 People In Quarantine At Hotels – As Barbados records 40 new cases of COVID-19, there are approximately 200 persons in quarantine at hotels. Mr. Hart said for the latest cluster, five hotels – Dover Beach Hotel, Time Out Hotel, Barbados Beach Club, Dover Beach Hotel, and the Sugar Cane Club – were being used to quarantine the primary contacts.

  • July 8th, 2021: the island has recorded another COVID-19 related death, the first in nearly two months, according to Kareem Smith of Barbados Today.
  • July 7th, 2021: Take Note Of Change To Vaccination Schedule – Persons are asked to note a change to the vaccination schedule this week. Att Maxwell Coast Road, Christ Church, the Sandals Conference Center will also operate on Friday, July 9, as part of the Immunisation Unit’s open days for second doses. Additionally, those persons who received their second dose of the COVID-19 vaccine at Solidarity House this Saturday, July 10, have been advised that the venue has changed to the Art Gallery in Queen’s Park, Constitution Road, St. Michael. Vaccinations will take place from 10 am. until 2 pm.
  • July 7th, 2021: No Vaccinations By Mobile Medical Unit This Week – The Ministry of Health and Wellness Immunisation Unit has advised that its mobile medical unit will not be operating this week. It is expected to resume visits to shut-ins from Monday, July 13. The Unit thanks to the public for its understanding and regrets any inconvenience which may be caused.

  • June 30th, 2021: Ministry Of Health: Vaccines Are Not Being Mixed – The Immunisation Unit of the Ministry of Health and Wellness has advised that it is not the Ministry’s policy to mix COVID-19 vaccines. People who were given the AstraZeneca vaccine as a first dose will receive the same vaccine as their second dose. The Ministry will always be transparent about which vaccines are being administered to members of the public. At present, only the AstraZeneca vaccine is being used.

  • June 30th, 2021: Health Ministry: Vaccination Sites Are Open Today. The Ministry of Health and Wellness’ Immunisation Unit has advised that vaccination sites are open today, Wednesday, June 30, and are operating as usual. Persons who can do so are asked to keep their appointments. Those who cannot make their appointments due to the inclement weather may go to the site on another day once they have passed the eight-week stipulated time period recommended for the second dose.

  • June 29th, 2021: Prime Minister Tells Unvaccinated To Protect Selves. In thanking China for the gift, which she said would allow 15,000 more Barbadians to be vaccinated, the Prime Minister promised that her Government would continue to try its best to get more vaccines. Ms. Mottley reminded her audience that the World Health Organization had reported that vaccinated persons should continue to wear their masks, especially in the absence of herd immunity.
  • June 29th, 2021: Chief Medical Officer: Sinopharm Vaccines Safe. China’s Sinopharm vaccines are “safe and efficacious” and are 79 percent effective against SARS-CoV-2 infections, says Chief Medical Officer (CMO), Dr. Kenneth George. Speaking at the arrival ceremony for 30,000 doses of the Sinopharm vaccine at the Grantley Adams International Airport this afternoon, Dr. George said the vaccine batch was a choice to those already available in Barbados. He added that on May 7, this year, the World Health Organization (WHO) recommended the vaccine for use in adults 18 years and older. The Chief Medical Officer also pointed out that Sinopharm was given as a two-dose regime, separated by two to three weeks, and could be given to individuals who had already contracted COVID-19 and pregnant women and persons who were immuno-compromised.

Summary – The curfew imposed by the Emergency Management (COVID-19) (Curfew) (No.11) Directive, 2021 (S.I. No.38) is discontinued effect from Tuesday 29th June 2021. This Directive commences on Tuesday 29th June 2021 and expires on Monday 19th July 2021. Subject to this Directive, all businesses and establishments are permitted to open daily with effect from Tuesday 29th June 2021.
  • June 28th, 2021: Guidance On Allergic Reactions To COVID-19 Vaccine. The Ministry of Health and Wellness has provided some guidance to health care providers on the management of allergic reactions associated with the COVID-19 vaccine. Health care providers should note that. Additionally, members of the public are asked not to take steroids or antihistamines before receiving the COVID-19 vaccine, as this can affect the immune response to the vaccine.   • June 28th, 2021: Vaccine Appointment Website Closed. The Ministry of Health and Wellness’ Immunisation Unit has advised that administering the first doses of the COVID-19 vaccine has been suspended for now to allow officials to concentrate on second doses. As a result, the vaccine appointment website is closed for bookings until further notice. The Unit will honor the first doses already booked but will not be taking any new appointments.   • June 27th, 2021: June 26th, 2021: New Vaccination Certificate Rolled Out Today – Manager of Isolation Facilities Dr. Corey Forde has urged young people on the island to get tested and vaccinated. Noting that with the first outbreak, the persons who presented at the Harrison Point Isolation Facility were in their 60s, 70s, and 80s, Dr. Forde said: “We’re having many young people between the ages of …25 and 27, and that is worrisome. And they all had symptoms…. If these persons presented to the healthcare system or went to the doctors, things probably would have been different. So, I think that’s important; getting tested is important.”He disclosed the medical conditions of the young persons who are at the isolation facility. “We have three persons in the general Intensive Care Unit (ICU) primary area, that would be … two males and one female…. Two of them are extremely ill, what we will classify as severely ill, and are intermittently on ventilator support. The other individual, another young female, is stable at this particular point, but we continue to watch; continue to provide the care that she requires.”Dr. Forde continued: “In our secondary isolation area … we have one non-national there. She’s quite well, and we have a recovering male in that area who is Barbadian, who was extremely ill at presentation, but who is doing quite well at this point. We have one pregnant female, … six children, two males, and four females, between the ages of two and 15.”He called on each person on the island to focus on the Latin phrase “Allis Non-Sibi” – for others not-self – and to work towards reducing the spread of COVID-19.” Suppose you have a cough, a cold, a fever; if you have shortness of breath; if you think your sinuses have gone off; if you have a headache; if you have diarrhea, some of the patients presented with this. [I am] asking you, pleading with you, as we try to figure out and get things back together in this country where we were a few weeks ago. I’m pleading and begging you to go and get tested,” the Infectious Disease Specialist urged. Dr. Forde sought to reassure persons that they should get vaccinated, noting that what was important was that the evidence shows that “there is a serious benefit to be vaccinated.”He stressed: “There’s nobody in this country who doesn’t want another lockdown more than me. I want to get back to normalcy…. I’m asking you genuinely this evening to please follow the protocols; go and get vaccinated…. You want to fete; you want to party; you want to do all of these things, right? You want to keep going to church as normal, right? These are the things we have to do.”
  • June 26th, 2021: New Vaccination Certificate Rolled Out Today. A new electronic vaccination certificate, which was rolled out today after being approved by Cabinet, will replace the temporary one emailed to most fully vaccinated persons. According to Minister of Health and Wellness Lieutenant Colonel Jeffrey Bostic, it will feature a barcode and security seal. Patrons will use it for entry into events and travel to show proof of vaccination against COVID-19. Minister Bostic told all persons who have been fully vaccinated would be issued with one of these upgraded certificates. He added that health officials intended to meet with event organizers “over the next few days” to explain how the process will work.
  • June 26th, 2021: Best-Dos Santos To Screen For All Variants Soon – From as early as next week, the Best-dos Santos Public Health Laboratory should be in a position to screen positive COVID-19 cases for all variants. The lab would be in a position from early next week to screen all positive cases for all variants. He further added that primers received from the Pan American Health Organization would assist the lab in testing other variants.
  • June 26th, 2021: Youth & Healthcare Workers Urged To Get Vaccinated – Residents across the island, particularly young people and those who work in health care facilities are encouraged to come forward and be vaccinated against COVID-19. “These are individuals who work in our healthcare facilities across Barbados, whether it be the geriatric hospitals, the Psychiatric Hospital, or the Queen Elizabeth Hospital. I sincerely encourage you to be vaccinated, to protect not only yourselves, the staff around you, but in particular, the clients that you service,” the Chief Medical Officer pleaded. He explained that at some health care institutions, the vaccination level was as low as 35 percent or as high as 60 percent, but the ideal target was 70 percent.

  • June 25th, 2021: Second Doses Of COVID-19 Vaccine This Weekend – Persons who received the first dose of the COVID-19 vaccine before May 1, 2021, and have not been notified of the date for their second dose are being allowed to get the second injection this Saturday, June 26, and Sunday, June 27. On Saturday, the designated site is the Masonic Centre, at Salters, St. George. And on Sunday, persons may go to Building No. 2, Harbour Industrial Park, St. Michael; the Seventh-Day Adventist Church, Mile-and-a-Quarter, St. Peter, and the St. Philip Polyclinic, Six Cross Roads, St. Philip. The opening hours for all sites are 10 am. to 2 pm.

  • June 24th, 2021: Health Ministry Receives Mobile Medical Unit – The Ministry of Health and Wellness has another “weapon” in its arsenal to fight COVID-19. Sagicor Life Inc. officially handed over a medical bus to the Ministry’s Immunisation Unit to assist in the National Vaccination Programme for COVID-19. The bus will reach the vulnerable in communities with difficulty getting to satellite sites to be vaccinated. Before the handing over ceremony, the bus was utilized to vaccinate over 600 persons in the comfort of their homes.
  • June 24th, 2021: COVID-19 Cluster At Business Place Has Grown – The cluster of COVID-19 cases identified at a business has grown to 12. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, disclosed this morning that the three persons sent for assessment at the Harrison Point Isolation Facility had tested positive for the virus, along with two family members. He had stated yesterday that there were seven COVID-19 cases at the establishment. Furthermore, Minister Bostic said the cases were proof COVID-19 was still out there. He also noted that none of the persons who tested positive at the institution was vaccinated. “I would like to take this opportunity to urge persons to come forward and present themselves to be vaccinated. Persons need to take advantage of this because this is the best way of containing this virus so that we can breathe a lot better and be able to do the things we are accustomed to doing that we haven’t been able to do in the last 18 months.”

  • June 23rd, 2021: COVID-19 Cluster At One Business – One local business accounts for six of the seven new COVID-19 cases reported for Tuesday, June 22. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, indicated that one case from the business was already identified recently. The number could increase as three other persons from the same business were currently being assessed at the Harrison Point Isolation Facility in St. Lucy.
  • June 23rd, 2021: China’s Sinopharm Vaccines To Arrive On Friday – Thirty thousand doses of China’s Sinopharm COVID-19 vaccine are expected to arrive on the island this Friday, June 25, at the Grantley Adams International Airport. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, announced today during a donation of 924,000 medical masks to Barbados and the Eastern Caribbean by the Federal Republic of Germany at the Pan American Health Organization’s headquarters Dayrell’s Road, Christ Church. “I am encouraged by the fact that these vaccines are being used in Trinidad and Tobago … and in several countries across the globe already, and I hope that will encourage persons,” Minister Bostic stated. He added that the roll-out of the Sinopharm vaccine would include vaccinating approximately 250 Chinese residing in Barbados.

  • June 19th, 2021: Return Of Sports Spectators Set For Mid-July – Sports fanatics are expected to be able to enjoy their favorite games in-person once again, after months of being unable to do so. During an address to the nation earlier today to announce further ease in COVID-19 restrictions, Prime Minister Mia Amor Mottley revealed that July 16th, 2021, was the date “set” to allow spectators to return to various games and matches.
  • June 19th, 2021: Travel Bubble For Low-Risk Caribbean Countries – The government will be introducing a travel “bubble” for specific countries with a low incidence of COVID-19 cases, effective June 30, 2021. During an address to update the country on the COVID-19 situation, Prime Minister Mia Amor Mottley announced that “fully vaccinated persons with a negative PCR test, coming from Grenada, Antigua and Barbuda, Dominica, Anguilla, Montserrat, British Virgin Islands, Turks and Caicos Islands, Cayman Islands and Bermuda can immediately enter without any further tests on arrival.” “We know that the criteria do not admit immediately of Jamaica, Trinidad, and Tobago, Guyana, Belize, and the Bahamas, so if their vaccinated persons come with a negative PCR test, they’ll land at our airport; they’ll have to have the second PCR test as all other vaccinated persons do now…. If they’re unvaccinated, we know the drill. It’s five days in quarantine before they have the PCR test,” the Prime Minister stated. Prime Minister Mottley also spoke to plans to refine tourism products by focusing on enhancing our hospitality, as this element, coupled with “our commitment to people, is endearing. It’s what makes us who we are.” “That is why we have the highest repeat visitor on average across the last few decades in the Caribbean,” she added.
    According to her, emphasis was also being placed on making the island a more user-friendly destination. “We are reengineering the process at the airport; for example, we find that there are too many people asking the same questions …. Now that the pressure has eased up, we can refine these things to make them more user-friendly, make Barbados the hospitable environment that we all know that it is.”I’ve set up a committee to look at coming to the country and finding the 10 top hostesses that we would want to be able to have at the airport helping us to welcome people as we go forward,” she revealed, noting that these individuals should exude warmth and be excellent communicators. Ms. Mottley also indicated that the Welcome Stamp Programme could become a permanent feature in Barbados’ tourism offerings.

Ms. Mottley said the declining positivity rate placed Government in a position to continue the process to allow Barbadians to participate in more activities while maintaining vigilance. Ms. Mottley added that Government was awaiting the arrival of additional vaccines and searched for vaccines for children and teenagers, aged 12 to18, before starting the new school term in September.
  • June 19th, 2021: Curfew Restrictions To Be Lifted From June 30 – With the positivity rate for COVID-19 cases continuing to fall and the need to jump-start economic activity and create more jobs, Prime Minister Mia Amor Mottley has announced the removal of curfew restrictions from June 30. Ms. Mottley said promoters and stagers of events would be permitted to host parties and limes limited to 150 persons in any one location. “We want to ensure that these numbers stay where they are. We have put the conditions for those events of 150becauset persons are either fully vaccinated, meaning 14 days or more with double vaccination, if it is a double vaccination course. The only one that is not double thus far is Johnson and Johnson. We haven’t been deploying that locally, but that doesn’t mean that Bajans haven’t gotten it overseas, so we must be ready for that. So, whatever is the full dose, 14 days thereafter, and because we are not having an exclusionary framework for Bajans who have not been vaccinated, or that you have taken a PCR test within 48 hours of coming to the event,” she said. Ms. Mottley added that pleasure cruise vessels would be permitted to operate as a floating restaurant or bar because of the inability to monitor them when they set sail. She added that they must adhere to the protocols as set out by the COVID-19 Monitoring Unit.

  • June 1st, 2021: Appointment Website Opening Delayed Until Next Week – The Ministry of Health and Wellness Immunisation Unit has advised that due to the overwhelming response from frontline workers for the first dose of the COVID-19 vaccine, the start of the next phase of the National Vaccination Programme has been delayed until next week. Co-coordinator of the program, Major David Clarke, explained that a few hundred frontline workers, particularly in the hotel sector, who did not come forward during the first phase of the campaign, have recently indicated an interest in getting the vaccine. He stated that the Immunisation Unit would focus on administering the first doses to these workers this week, which is expected to be completed early next week. Once this category of workers is vaccinated, the appointment website will open to the general public “by mid-week” for bookings for first doses.

  • May 13th, 2021: Current COVID-19 Directive Extended With Modifications – Prime Minister Mia Amor Mottley has announced that the provisions of Emergency Management COVID -19 Directive No.9 now in place will be continued in Directive No.10, which will come into effect from May 18, 2021 subject to the following modifications.
    1. The physical distancing requirement applicable to places of religious worship will be three feet in each direction instead of six feet.
    2. Fraternal organizations, private or social clubs, civic associations and organizations as well as political organizations may resume meetings of their membership provided that the protocols of mask-wearing, sanitization, and physical distancing are strictly followed and that the maximum number of persons who may attend, regardless of the capacity of the meeting place is limited to 100 persons unless a special exemption is granted. In all other respects, all of the prohibitions contained in Clause 10 of Directive No. 9 relating to parties and the like will continue to be in force.
    3. The drive-in and cinemas may open every day subject to the existing agreed protocols. 
    4. Photographers and videographers will be allowed to operate every day.

    The new Directive will cover the period from May 18th to June 7th, 2021.

  • May 6th, 2021: Secondary School Student Tests Positive For COVID-19 – One student at a secondary school in Barbados has tested positive for COVID-19 as the island returned to face-to-face classes this week. Chief Medical Officer (CMO), Dr. Kenneth George, during a COVID-19 update and press conference this evening at Ilaro Court, revealed that two of the island’s public schools had been impacted by the virus due to an emerging extended family cluster. “Theinvestigateslth and Wellness are investigating exposures at two schools, the St. George Primary School and the Princess Margaret Secondary School. These cases or the cases in these schools have been linked to two extended family clusters. The student at St. George Primary School was tested, and the first test was negative. We are waiting to perform a second test as early as the eighth of May.”The students at that school are doing … online schooling, and the Ministry of Education has been very cooperative in sharing the list of students and teachers at that school. If needs be, we will certainly institute much more contact tracing at this point,” Dr. George stated.
  • May 6th, 2021 – Update On COVID-19 Cluster At Psychiatric Hospital – Chief Medical Officer (CMO), Dr. Kenneth George, has disclosed that there are currently 50 positive cases in the cluster at the Psychiatric Hospital. Dr. George stated this during a COVID-19 update and press conference this evening at Ilaro Court. He said that out of the 733 tests conducted on Wednesday, there were 14 positive cases, and out of that 14, four were from the Psychiatric Hospital. “To date, at the Psychiatric Hospital, we have had a total of 50 positive cases, 49 males and one female, and of that 50, we have two staff members who tested positive. So, that is the latest information that we have,” the CMO reported.

  • May 6th, 2021 – Take COVID-19 Vaccine Says Health Minister – Health and Wellness Minister Lieutenant Colonel Jeffrey Bostic urges all Barbadians to take the vaccine. The appeal came today as he addressed a press conference at Ilaro Court. The emphasis was on a COVID-19 case at the Princess Margaret Secondary School and a student from the St. George Primary School being in quarantine. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, delivered the somber news during a televised press conference this evening to bring the country up-to-date on the COVID-19 situation. The deceased is a 63-year-old male who was admitted to the Harrison Point Isolation Facility on April 23. He spent six days on a ventilator. The Health Minister expressed his condolences to the man’s family and friends. Additionally, Lt. Col. Bostic explained that the 15 new positive cases reported in today’s COVID-19 dashboard, which reflect cases from Sunday, May 2, included three persons from the Psychiatric Hospital – two male inpatients and one male outpatient – where there is a cluster. Just last week, he informed the country that 14 patients and one staff member on a ward at the facility had tested positive for the virus. He said since then; health officials had mounted an aggressive contact tracing and testing campaign to contain the situation. “The situation at the Psychiatric Hospital internally is under some measure of control, and I say that because we still have to await the second tests, but from the first tests, we are satisfied that we have been able to do a level of containment that is necessary. What we are working on right now is to be able to complete that process and tighten up on the loose ends in terms of outpatients,” Minister Bostic reported. He added: “We have… established an isolation center on the compound of the hospital, which is being managed by the Queen Elizabeth Hospital’s isolation facilities team.” The positive cases reported on today’s dashboard also include a family of eight from a St. Michael community. Prime Minister Mia Amor Mottley announced today as she addressed the nation on COVID-19 the impact of the disease on the economy and the vaccine.

Ms. Mottley told the country: “I ask you to listen to the professionals, and I ask us to stay the course for these 11 days. I hope that we will not have to do anything more, but I make no promises because, as I have continually said to you, we will be guided by the evidence at all levels….

“This decision will not kill our economy. This decision might hurt us a little bit economically. Still, in the long run, if we can resume the normal, safe activity, you may actually find, as I was advised by the economic team this morning, that the economic activity will come much stronger in the second half of the calendar year, they believe, if we get this right at this point.”

The Prime Minister underscored the value of human life and said it was now necessary to go beyond the “pause” to continue aggressively battling this deadly disease.

“I cannot be driven into a situation where we are just ignoring what is happening and allowing persons to continue as if lives don’t matter, because lives do matter, and that is why we have paused, and that is why we are now going to stop,” she added, about the extension of the “national pause” until February 28.

She noted that minimarts would join supermarkets and reopen from Monday to Friday but closed on weekends. She added that Western Union-type financial transactions, post offices, and other courier companies which deliver critical supplies would reopen at this stage.

Ms. Mottley continued: “Minimarts will be allowed to open…because we also expect many of them to help with the cashing of cheques for…pensions…. Minister [Wilfred] Abrahams will speak…tomorrow or Wednesday for the arrangements for the pensions and the cheques that will be cashed….

“The good news is that because we’ve done a lot of lodgements…into people’s accounts, the number of NIS cheques has dropped significantly, and therefore we will work with them as we go forward.”

Ms. Mottley urged all to comply with the protocols and stressed that Government would remain on course with the six-point strategy it had been adhering to. She outlined the plan as:

– Aggressive contact tracing
– Operation “Seek and Save,” especially for those who are symptomatic
– Testing at the labs coming back to normalcy, particularly with the reagents, so that officials can get an accurate picture of the positivity rate and the R number
– The vaccines being comprehensively given to as many people across the society who are entitled to receive them. It is not for persons under 18 years
– Adherence to the basic protocols – face mask, sanitizing, and physical distancing.
– Enforcement of the directives

Rapid Antigen Testing for COVID-19 in Barbados may be performed under the following circumstances:

The United Kingdom currently accepts the Healgen Coronavirus Antigen Rapid Test and the Sinopharm Rapid Test for outbound passengers. While the United States of America accepts Rapid Antigen tests, Canada does not accept them.

Private providers must request permission from the Ministry of Health and Wellness to perform rapid testing by emailing the Chief Medical Officer’s office at cmo@health.gov.bb. Further guidelines on the testing process will be shared with providers.

The use of rapid tests, which the Ministry of Health and Wellness does not sanction, is discouraged. The Ministry also advises that rapid tests should only be used for the circumstances outlined above.

January 27th, 2021 – New Entry Protocols From Midnight February 3rd, 2021. Two major changes to Barbados’ travel protocols will take effect from midnight, February 3rd, 2021. Those changes are a mandatory rapid antigen test on arrival on the island and a mandatory quarantine extension from two nights to five nights.

Antigen test (frequently referred to as a rapid test). This test detects protein fragments specific to the Coronavirus. It can be done in a clinic, doctor’s office, or hospital. Turnaround time for results is usually speedy, and in some cases, results can be reported within 15 minutes.

PCR test. PCR testing is considered the “gold standard” in SARS-CoV-2 detection. This test actually detects RNA (or genetic material) specific to the virus and can detect the virus within days of infection, even those who have no symptoms. The test can be done in a clinic, hospital, or even in your car. Turnaround time is longer, generally in the 2-3 day range, but results can be in as little as 24 hours. When demand is high, results can take a week or longer.

“Once you have a negative test, you will then go to a government authorized quarantine center, where you will then spend, and whether that is a free one, or whether that is one where you pay, you will then spend a minimum of five nights before a PCR swab is then taken to determine whether you are suitable for a safe exit from that facility.”

In addition to the two new protocols, visitors will still be required to present on arrival a negative COVID-19 PCR test result. The Prime Minister stressed that the test must be taken no more than three days before travel to Barbados.

“All persons desirous of visiting Barbados shall be permitted to board a plane only if they have a negative PCR test, … no more than three days before departure. And I’m making this clear because, in some instances, people have been coming with a test result dated three days before; we want the tests to be done three days before, because that way, we know that you fall within the 72-hour category,” she explained.

Ms. Mottley further explained that requiring the COVID-19 PCR test to be taken 72 hours before travel and having a rapid antigen test on arrival would take care of additional risk between taking the test the point of arrival.

She said if a traveler’s rapid antigen test results are positive, they will go immediately to the Harrison Point Isolation Facility for assessment.

January 27th, 2021 – Prime Minister Declares War On COVID-19. Prime Minister Mia Amor Mottley has declared war on COVID-19 as she announced a suite of new measures to save lives and reduce the risk of infection across the country. Noting that there were community spread and confirmation that the UK variant of COVID-19 is present in Barbados, the Prime Minister announced that the island would undergo a “national pause” from February 3rd to 17th, 2021, to fight back.

During that time, there will be many new measures introduced. These include:

  • An extended curfew from 7:00 p.m. until 6:00 a.m.
  • The mandatory wearing of masks in public spaces from February 3.
  • Supermarkets opened Mondays to Fridays from 8:00 a.m. until 3:00 p.m. and are closed on weekends.
  • Gas stations (not convenience stores) and pharmacies will open seven days a week.
  • The closure of all commercial banks from February 3 to 9. They will reopen on February 10.
  • The cashing of pension cheques dated February 1 by banks, post offices, and supermarkets from Thursday, January 28.
  • The closure of restaurants, bars, community shops, and gyms.
  • Remote working for the public sector and private sector entities, where possible.
  • No vending and closure of markets.
  • Cessation of construction projects in public and private sectors except for that on Highway One.
  • Visitors coming into Barbados must have a negative PCR test taken three days before travel and receive a rapid antigen test on arrival and quarantine at a Government-approved center for a minimum of five days before undergoing another test.
  • Systematic household testing of residents for the virus to ensure that persons received early treatment.
  • However, the Prime Minister has given the country the next seven days to prepare for the “national pause.”

“So, that I am asking us please to prepare ourselves for this pause, and to allow us to ensure that we can give our healthcare professionals the best chance at saving lives in this country and reducing the pressure on those who may have to go in the ICU,” she said.

  • January 27th, 2021 – Barbados’ Borders Will Remain Open During Lockdown – Barbados’ borders will remain open even though the island will go into a period of lockdown effective midnight, February 3rd, 21021. She pointed out: “We can’t shut down completely because we’re an island, and there is no way any of us in this country can predict the combination or permutation of instances, or opportunities, or needs that we will have to deal with. And as a result, we keep the airport and air flights travel open, but we minimize the numbers significantly.”

  • January 27th, 2021CARPHA Confirms UK COVID-19 Variant In Barbados – The Caribbean Public Health Agency (CARPHA) has confirmed that the United Kingdom’s (UK) COVID-19 variant is present in Barbados.
  • January 27th, 2021 – Apply For Emergency Pass Electronically. Those desirous of applying for an emergency pass are reminded that they can only do so electronically. Persons may visit the Barbados Government Integrated Portal to download the template, complete the form, and email it to emergency.pass@barbados.gov.bb. Additionally, persons are asked not to alter the form and complete it as is. Members of the public are strongly advised to only apply for an emergency pass for valid reasons.

  • January 24th, 2021 – Public Health Officials Declare Community Spread Of Covid-19 in Barbados – Community spread, as defined by international agencies, is the inability to identify the source of infection. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, said there is evidence of community spread of Barbados’ viral illness. He announced January 23rd, 2021, during a televised press conference from Ilaro Court, stating that the decision to do so was based on public health officials’ consultation. “We know, based on what the public health officials have reported, we have reached the stage where we believe we are declaring that there is community transmission in Barbados. This is a situation we have discussed with the Pan American Health Organization, and we have informed them of our decision to do so,” he stated.

Minister Bostic continued: “We have practically cleared the backlog that existed, and we are trying to keep current by the timelines, and so on that, we would have established, and the lab right now is back to some degree of normalcy.

Minister Bradshaw also assured the Ministry was working to ensure every student had access to a device. Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, has announced several new categories that will guide testing for COVID-19 and the timelines for receiving results.
    Persons in Category One will receive their results within 24 hours. These include medical officers, primary contacts of positive cases, policemen, inmates of Her Majesty’s Prisons Dodds, soldiers, medical personnel, border security, immigration officers, customs officers, Barbados Port Inc. officers, patients awaiting tests for medical treatment, and patients in elder care facilities.
    Category Two, inbound and outbound visitors, can also expect results within 24 hours. Meanwhile, Category Three persons, secondary and tertiary contacts, will receive results in 36 to 48 hours. The last classification, Category Four, is for health officials to consider having a general curiosity and decide they just want to have a COVID-19 test. These individuals will get back their test results in 48 to 72 hours. The Health Minister added that the testing centers for Category One would be the Best-dos Santos Testing Facility and Branford Taitt Polyclinic. Barbados ‘Best-dos Santos Public Health Laboratory‘ became one of the first in the Caribbean to acquire test kits and reagents for COVID-19 detection, with concurrent training of laboratory personnel in the new testing protocol. The provision of COVID-19 test kits and training was made possible by the PAHO Health Emergencies Department, which has worked in close collaboration with the Ministry of Health and Wellness to enhance national capacity in response to the Public Health Emergency of International Concern (PHEIC).

  • January 5th, 2021Barbados COVID-19 Update by the Government Information Service of Barbados – Prime Minister Mottley has disclosed that drone technology will assist with enforcing COVID-19 protocols for outdoor spaces where people are gathering. Speaking on the matter of visitors breaching quarantine, the Prime Minister stressed that Government is adamant about enhancing surveillance to suit the risk involved. As such, permission was received from the National Security Council to instruct the Royal Barbados Police Force (RBPF) and the Barbados Defence Force (BDF) to use retired persons at this point. This, she said, is “until we can get through this period, and until we can have a sufficient level of vaccination in the country, however long that takes, whether it is three months, six months, another year.”

A proactive approach to treating persons diagnosed with COVID-19 has been highlighted as key in the island’s successful recovery rate. Barbados has recorded 324 recoveries and seven deaths since the first two cases were reported in March 2020. Persons who test positive would undergo an immediate clinical assessment. While most persons showed no symptoms, he said it suddenly deters authorities’ approach to the public health authorities’ approach too closely monitored patients. “You’re going to Harrison’s Point for that assessment, [which] is important because it allows us to benchmark you and put you in a category. It may be 24 hours; it may be 48 hours. You may not like it, but we have a dedicated team of medical staff. “I think why our rates in terms of deaths and complications associated with COVID-19 are really the lower end of the scale, since April [2 and and20], because of the phenomenon of watching people and seeing them moving from that symptomatic phase to asymptomatic phase. At that particular point, our competent and hardworking isolation consultants, Dr. Hassell and Dr. Lovell, really work with those patients at that particular stage…and we’re able to pull them back…. Our ultimate aim is to get them back to their families safely,” Dr. Forde explained. Providing a status report on the facility, he disclosed three (3) persons in primary intensive care; two Barbadians, a resident of the United States, and a visitor from the United Kingdom. According to Dr. Forde, there were classified as severe COVID-19 patients but were all in stable condition.

Two nurses from the Medical Intensive Care Unit who attended the bus crawl had been tested, in addition to 36 other persons – doctors and nurses. He said there were no reported positive cases from that sample. Referring to the Respiratory Unit, which has been closed, he said the two nurses who man that unit were swabbed and awaiting results. Also, there was a patient of a sister who tested positive, which had nothing to do with the bus crawl. In the Surgical Intensive Care Unit case, one patient had been swabbed, and that patient is said to be the mother of a prison officer. “The patient has been screened off; patient care has continued with all the necessary contingency plans and awaiting the report,” Dr. Walcott said. He also stated that the girlfriend of an employee from the Engineering Department, who attended the bus crawl, had tested positive for COVID-19. As a result, all staff in that department were tested. Dr. Walcott mentioned that a doctor, normally assigned to the Accident and Emergency Department, was tested as a possible secondary contact to two positive cases. He said her first test was negative, and she was waiting to have her second test done. About a doctor consultant, who also serves as a prison doctor, he said he was “on home quarantine pending a second test so that he would’ve been tested as part of the persons at the prison.”

While there is the local transmission of COVID-19 in Barbados, there is no evidence to suggest there is community spread, says Acting Chief Medical Officer Dr. Kenneth George. During a briefing last night, he spoke to update the country on the progress being made to fight against the viral illness following a recent spike in cases. The Acting Chief Medical Officer explained that there was a difference between local transmission and community spread. “In Barbados, there is the local transmission (where the source of the transmission is known). We use the word clusters because clusters are small groups that w have said are connected, based on contact tracing. At this point, we do not have information to suggest that there is a community spread. What community spread indicates is that the contact tracing no longer can contain and identify contacts. We have not reached there yet. So, we have no community spread….”Community spread is where your efforts to contact trace are outstripped, and you don’t have control over your spread in your population. Therefore, you have community spread – you’ve lost your capacity to trace,” he explained.

If a person goes out of the area that they’re supposed to be in, in quarantine, the alarm goes off again, and we will be able to respond promptly.

About religious services’ day-to-day conduct, … all religious institutions have agreed that they will cease face-to-face functioning. Therefore, we are providing in this directive for the streaming and conduct of religious services, at which only three persons, including the officiant, shall be present. During the press conference, Mr. Marshall said because of the recent developments with the super spreader event; the Government needed to limit some of the social activities Barbadians had become accustomed to engaging in. He listed them as: No person shall host or attend a party, a recreational or competitive sporting event, a banquet, ball, dance or reception, a meeting of a fraternal society, private or social club or civic association or organization.No person may host or attend the social event known as a bus crawl, or a lime; nor attend a karaoke event. You may not host or attend a picnic. You may not host or attend any bus or other vehicular excursion. Barbadians will be allowed to continue to access beaches and parks, but only for exercise, or in the case of a beach, for swimming. If a group of persons intends to gather at the beach or park, they must be from the same household and shall not exceed 10 persons. The curfew period was from 9:00 p.m. to 5:00 a.m. and said during that period; no one should be on the roads or out of their residences unless they fitted within two exceptions.

A new curfew time frame is in effect until Saturday, January 9. This was announced on Friday night by Prime Minister Mia Amor Mottley during a COVID-19 update. She said Barbados would be under a curfew from 9:00 p.m. until 5:00 a.m. daily, starting Saturday, January 2, 2021. Also, with immediate effect, no permission will be granted for social gatherings. This, the Prime Minister noted, is due to the number of positive cases arising out of the bus crawl held on Boxing Day. She added that it is being implemented to reduce the number of persons moving around so that contact tracing could be effectively and efficiently conducted and reduce further transmission. “We were allowing official gatherings of persons up to 50 or more, but now that we’ve seen the increased numbers of positives, I’ve equally advised the Attorney General that there are to be no banquets, social gatherings, fetes, limes of any number, whatsoever.”

Minister of Health and Wellness, Lieutenant Colonel Jeffrey Bostic, disclosed during a press briefing last night that a bus crawl attended primarily by prison officers of Her Majesty’s Prison (HMP) Dodds and some members of the Barbados Defence Force on Saturday, December 26, is being linked to the spike in cases. The 45 confirmed cases comprise 32 persons from HMP Dodds and four from the Barbados Defence Force (BDF). The four from the BDF and 17 from the Prison Service all attended the bus crawl. In a previous press conference on New Year’s Eve, Minister Bostic indicated five positive cases, two of whom were prison officers, which were under investigation by his Ministry. He revealed that following aggressive contact tracing and testing that began on Thursday evening, there were currently 100 cases under active investigation. “This bus crawl is now considered as a super spreader event. The Ministry of Health and Wellness intends to test or swab all prison officers tonight and tomorrow’s prison population’s remainder.

There are 48 persons in total in isolation…;12 of those individuals are in primary, but the majority- 32 are in tertiary. When you’re in tertiary, it simply means you are mainly asymptomatic or have no symptoms. So, therefore, still, for Barbados, over 80 percent of the cases we have been seeing are asymptomatic,” he stated.

  • January 1st, 2021Barbados COVID-19 Update by the Government Information Service of Barbados – In response to recent questions from members of the press and public regarding the presence of the Barbados Defence Force (BDF) and the Royal Barbados Police Force (RBPF) at Her Majesty’s Prison Dodds, I wish to confirm that this is part of the Government’s protocol in managing the situation at the prison. After confirming two prison officers testing positive for COVID-19, we have commenced testing all officers and inmates present at the facility. As a means of due diligence during this testing process, some staff and officers have been quarantined, leading to a need for the reorganization of shifts at the prison, pending results. The deployment of the RBPF and the BDF is to supplement the shifts and security arrangements until normal service resumes. There have been no reports of incidents at the prison, and the security at the prison is under control. The prison’s integrity and its population’s safety are of paramount concern, and all applicable resources will be utilized in this pursuit.
  • January 1st, 2021Barbados COVID-19 Update by the Government Information Service of Barbados – Twelve (12) New Cases. Barbados’ confirmed cases of COVID-19 have now risen to 395, of which 208 females and 187 males after 12 more persons tested positive for the viral illness. Nine (9) visitors – four (4) males and five (5) females – whose ages range from 17 to 59, are all asymptomatic. Five (5) of them, who came onto the island between December 21 and 29, 2020, on British Airways, Virgin Atlantic, American Airlines, and Jet Blue, tested positive on their second test. The other four came into contact with known cases. Since March 2020, this brings the total number of confirmed cases in Barbados to 395, of which 208 females and 187 males after 70,257 tests were completed with a total of 69 persons in isolation, 319 recovered/discharged, and 7 deaths. Two other persons, Barbadian males, aged 35 and 62, who arrived in Barbados on December 29, 2020, on Jet Blue, tested positive on their second test. They are also asymptomatic. The final person, a 46-year-old male resident, who is symptomatic, came into contact with a known cause.

The cruise ship arrived at the Bridgetown Port shortly after the Cruise Line International Association (CLIA) announced the cruise ship operations’ temporary suspension in March.

During that time, the Aida Perla has worked with the Bridgetown Port and local Port agents Foster and Ince and Platinum Port Agents to complete complex operations to repatriate passengers and crew.

Throughout their stay, the Port continued to provide intensive operational support to the vessel and its captain and crew while working closely with the Barbados Tourism Marketing Inc. (BTMI) and cruise partners Carnival Cruise lines as the parent company.

Before saying farewell and setting sail from the Bridgetown Port on Friday (April 24) night, the “Aida Perla’s” remaining onboard crew wanted to thank you to Prime Minister Mia Mottley and the Barbadian people who welcomed them.

The crew staged a light display with the message “Thank You BB” while crew members shouted the words from the deck.

Barbados’s people and the government received a heartfelt “Thank You” from the Aida Perla cruise ship for the hospitality shown over the past month.

Barbados has upgraded to Stage 3 of the national response plan – its highest level and moving to contain the spread of the COVID-19 virus, and a curfew is in effect on the island of Barbados.

  • Curfew Start Date: March 28th, 2020 – 8 p.m. through 6 a.m., in the first instance
  • Curfew End Date: Tuesday, April 14, 2020, (now extended to May 3rd, 2020)
  • This duration may be extended.
  • The curfew will be in place for two weeks unless extended.
  • No person may host or attend a private party, sporting event, or attend a public gathering during this curfew.
  • Visits by members of the public to all public and private geriatric institutions have been suspended until further notice.
  • Limited movement during the day
  • Continue to practice physical distancing of six feet between persons.
